The Submarine Cable Plant in Primorsky Krai Is Open!

Today, 10 June 2026, Incab took another major step into the future. In Primorsky Krai, the Incab Far East plant has been ceremonially opened — a powerful, modern facility for the production of submarine fibre optic cable. The cable manufactured at the plant can operate at depths of up to 4 km. Its multilayer armoured construction guarantees a service life of 25 years or more, and the cable itself accommodates up to 96 optical fibres. Total investment in the Primorye plant amounted to approximately RUB 1.0 billion. Of this, RUB 454 million was provided as a concessional loan by the federal Industrial Development Fund under its Components programme. The funds went towards equipping the facility with state-of-the-art machinery. The localisation level of the new production is around 92%. We source raw materials predominantly from domestic suppliers. The guest of honour at the opening ceremony was Vera Shcherbina, First Vice-Governor of Primorsky Krai and Chair of the Government of Primorsky Krai. Her visit is a mark of considerable trust and support from the region: for Primorye, the arrival of such a high-technology production facility right at the quayside is a strategic event. Incab has built strong inter-regional cooperation. In Perm, where the group’s finest engineering competencies have historically taken shape, the optical core — the heart of the future cable — is manufactured. This semi-finished product is then shipped to Primorye. From there, the Incab Far East plant operates as a self-contained production site: the finished submarine cable is dispatched directly onto cable-laying vessels. At full capacity, the plant will produce more than 2,500 km of cable per year. A single continuous length can reach 50 km. “With the launch of the Primorye site, we are filling a gap and becoming one of the few manufacturers in the world to have mastered every standard design of fibre optic communication cable. We secured financing for the project through a concessional loan from the Industrial Development Fund — an excellent instrument for supporting the manufacturing sector. Russia has a very extensive Arctic and Pacific coastline and serious infrastructure development needs. Production at the quayside in Primorye meets a critical need of the Arctic and the Far East, ensuring technological sovereignty in a demanding segment of the cable industry,” said Alexander Smilgevich, CEO of Incab Far East LLC. Submarine fibre optic lines deliver high-speed communications to residents, businesses and government bodies in the Far North, the Far East, and on the Black, Caspian, Baltic and other seas. They are needed for the northern supply haul, for geological exploration and for rolling out 5G in remote areas. And now all of this is made in Primorye.
